Summary The Wastewater Treatment Facility Manager is responsible for overseeing and managing the operations of the wastewater treatment plant. They are tasked with developing and implementing strategies for effective treatment processes, maintenance, and plant improvements. This involves managing budgets, coordinating maintenance and repair activities, ensuring compliance with environmental and safety regulations, and overseeing contracts and relationships with service providers. The Wastewater Treatment Facility Manager also plays a crucial role in process optimization, managing effluent quality, overseeing projects related to infrastructure upgrade, and leading a team of treatment plant personnel. They focus on maximizing plant efficiency, ensuring regulatory compliance, improving water quality, and maintaining a safe and operational facility for the community and the environment. |

Minimum Qualifications • Education : Bachelor's degree in Engineering or related area preferred. • State approved license preferred. (Wastewater Treatment Plant Operator & Laboratory Analysts, OHSA) • 10 years experience on live facility maintenance preferred. |

Knowledge, Skills and Abilities Knowledge: • Thorough knowledge of wastewater treatment principles, practices, and operations. • Understanding of biological and chemical processes involved in wastewater treatment, including knowledge of related equipment such as pumps, blowers, and clarifiers. • Familiarity with environmental regulations and standards pertaining to wastewater discharge and treatment. • Knowledge of budgeting and financial management as it relates to the operation and maintenance of a treatment facility. • Understanding of preventive and predictive maintenance strategies for wastewater treatment equipment and infrastructure. • Knowledge of project management principles to oversee upgrades and improvements to the treatment facility. • Proficiency in reading and interpreting technical process diagrams, blueprints, and schematics specific to wastewater treatment systems.
Skills: • Strong leadership and team management skills to effectively direct and support wastewater treatment plant staff. • Excellent problem-solving and decision-making abilities to address complex wastewater treatment challenges. • Effective organizational and time management skills to prioritize tasks and manage multiple projects simultaneously. • Clear communication skills, both verbal and written, to convey information to staff, regulatory agencies, and stakeholders. • Technical skills to understand and manage the operational aspects of various wastewater treatment processes and systems. • Proficiency in using specialized software for wastewater treatment plant management, including SCADA systems and other process control software. • Analytical skills to evaluate data, process performance metrics, and laboratory results to optimize treatment efficiency and compliance.

Essential Functions
• Develop wastewater treatment plans: Create and execute comprehensive short-term and long-term strategies for the wastewater treatment plant's operations. Coordinate scheduled and unscheduled maintenance and repair activities within budgetary and timeline constraints.
• Lead the wastewater treatment team: Guide and support the team responsible for operating the wastewater treatment plant, delegating tasks and responsibilities. Provide training and professional development to ensure high team performance and compliance with industry standards.
• Oversee treatment processes and maintenance: Manage the day-to-day operations and maintenance of all wastewater treatment processes and related infrastructure. This includes overseeing the maintenance of pumps, blowers, clarifiers, chemical feed systems, sludge handling equipment, and associated control systems.
• Support - On-site construction inspection and punch list - Equipment installation and commissioning inspection
• Ensure plant safety and regulatory adherence: Comply with all environmental laws and safety regulations relevant to wastewater treatment. Develop and implement safety and emergency response protocols, ensuring the plant meets all regulatory standards.
• Manage operational budget: Formulate and oversee the budget for the wastewater treatment facility. Seek cost-saving opportunities, control expenses, and provide financial reporting to prevent budgetary overruns.
• Facilitate external partnerships: Establish and maintain relationships with vendors, contractors, and consultants. Manage contracts for outsourced services, ensuring all work meets expected quality and adherence to timelines.
• Maintain operational records: Keep meticulous records of all maintenance activities, plant operations, and compliance reporting. Ensure all documentation is accurate and organized for easy retrieval and review.
• Troubleshoot and handle emergencies: Rapidly identify and troubleshoot operational issues. Respond promptly to emergencies, minimizing downtime and ensuring continuous treatment operations.
• Keep current with industry developments: Stay informed about new technologies, treatment methods, and trends in wastewater treatment to enhance plant efficiency and sustainability, integrating innovation where applicable.

May occasionally be exposed to inclement or hazardous conditions including but not limited to inadequate lighting, work space restrictions, and intense noises and travel; requiring moderate physical activities. |
